ANUIES 2024-2025 supplied a national public-private enrollment frame; SIRVOES and five federal RVOE lists supplied a private-sector regulatory complement. The conservative active union contains 165 program families at 141 institutions across 29 states: 114 ANUIES-observed and 51 regulatory-only, with 58 public and 107 private families. Enrollment totals 3,721 across 96 positive-enrollment families. Different scope and reference periods prevent interpreting regulatory-only as unenrolled or ANUIES presence as current admission. Two withdrawn regulatory instances remain historical and are excluded from the active union.
